Now Atlantic City has never been able to effectively utilize the outsize revenues for the benefit of the Community. Now the gambling industry is in “secular” decline in Atlantic City. Nothing will reverse this even if no casinos are built in North Jersey. The City has no choice but to downsize to get its budget under control. Whether its the State or a judge that imposes changes through fiscal discipline, it will get done. It will be painful, but better the State tries first.
